Understanding the specific mechanics of the post-graduation work permit(PGWP) for Canadaand the U.S. optional practical training (OPT) helps Nepali graduates make practical decisions about post-study employment. While both permits allow you to work after completing your degree, the application processes, restrictions and strategic considerations differ substantially. This comparison focuses on the operational aspects of each work authorization program.

Application processes and requirements

How you apply for postgraduation work authorization differs significantly between Canada and the United States, affecting your timeline and planning.

Applying for PGWP in Canada

Eligibility criteria:

  • Completed an educational program at a designated learning institution (DLI)
  • Program lasted at least eight months
  • Maintained full-time student status (with limited exceptions)
  • Applied within 180 days of receiving written confirmation you completed the program, and you have valid temporary resident status (or restore status) or you apply from outside Canada.
  • If you want to work while Immigration, Refugees and Citizenship Canada (IRCC) processes your PGWP, you must apply before your study permit expires and meet IRCC’s conditions.

Application method and timeline:

You apply for PGWP online through IRCC. The application includes your passport, transcripts, official letter confirming program completion, proof of enrollment and the application fee. Processing times typically range from two to four months, though timelines vary.

Key timing consideration:

Many students can start working full time while their PGWP is being processed, as long as they applied before their study permit expired and followed normal student work rules when they were studying. This allowance is separate from the basic eligibility to receive a PGWP.

Applying for OPT in the United States

Eligibility criteria:

  • Maintained F-1 status for at least one academic year
  • Enrolled full time during studies
  • Applied within the designated timeframe (no earlier than 90 days before completion, no later than 60 days after)
  • Employment must relate to your field of study
  • Haven’t used 12 months or more of full-time CPT

Application method and timeline:

You work with your designated school official (DSO) to get an OPT recommendation on your I-20, then file Form I-765 with the USCIS. Required documents include your I-20 with OPT recommendation, passport photos, copy of all I-20s, copy of your F-1 visa and the filing fee.

Critical timing restriction:

Unlike PGWP, you cannot work until you receive your Employment Authorization Document (EAD) card, even if your OPT start date has passed. Processing typically takes three to five months, and you must plan employment start dates accordingly.

Duration and extensions

The length of work authorization available significantly impacts your career planning and opportunities.

PGWP duration structure

Program length determines permit length:

  • Programs eight months to less than two years: PGWP is usually issued for a length that matches the program length.
  • Eligible master’s programs under two years: PGWP may be issued for up to three years.
  • Programs two years or longer: PGWP is generally issued for up to three years.
  • Multiple eligible programs completed back-to-back: PGWP length may be based on the combined program length, up to three years (IRCC discretion).

No field-specific extensions: PGWP duration depends solely on program length, not your field of study. A two-year literature degree and a two-year engineering degree both receive three-year work permits.

One-time opportunity: You can only receive PGWP once in your lifetime. If you complete multiple Canadian degrees, you must apply strategically to maximize your work permit duration.

OPT duration and STEM extension

Standard OPT period:

  • All fields: 12 months of work authorization
  • Must be used within 14 months of program completion

STEM OPT extension specifics:

  • Additional 24 months for qualifying STEM degrees
  • Total of 36 months work authorization
  • Requires employer enrollment in E-Verify
  • Must apply before initial 12-month OPT expires
  • Employer completes Form I-983 (Training Plan)

Field of study matters significantly: Your degree determines whether you qualify for the extended STEM OPTauthorization. Computer science graduates can potentially receive 36 months while business graduates receive only 12 months.

Employment restrictions and flexibility

What you can do with your work permit varies considerably between the two programs.

PGWP employment flexibility

Unrestricted employment options:

  • Work for any employer in Canada
  • Work in any field or occupation
  • Switch jobs without notification requirements
  • Work for multiple employers simultaneously
  • Self-employment and freelancing permitted
  • No specific hour requirements

Geographic flexibility: You can work anywhere in Canada. If you start in Toronto but find opportunities in Vancouver, you can relocate freely without affecting your permit.

OPT employment requirements

Field-of-study connection required:

  • Employment must relate directly to your major
  • Position should utilize knowledge from your degree program
  • Must demonstrate clear connection if questioned

Unemployment limitations:

  • Standard OPT: Maximum 90 days unemployment
  • STEM OPT extension: Additional 60 days unemployment allowed
  • Exceeding limits terminates your authorization

Reporting requirements:

  • Report employment information every six months.
  • Report all employer changes.
  • Report address changes within 10 days.
  • Maintain updated SEVIS record through DSO.

Minimum work hours: Must work at least 20 hours per week for positions to count as employment and avoid unemployment day accumulation.

Pathway to longer-term status

How each permit positions you for extended work authorization or permanent residence affects long-term planning.

From PGWP to permanent residence

Canadian Experience Class pathway:

  • Requires one year of skilled work experience in Canada
  • Experience gained on PGWP fully qualifies
  • Can apply for permanent residence while still on PGWP
  • Express Entry system awards points for Canadian education and work experience

Provincial Nominee Programs:

  • Many provinces prioritize graduates from local institutions.
  • Some programs specifically target international graduates.
  • Work experience requirements vary by province.
  • Can lead to permanent residence outside Express Entry

Processing timeframes: Permanent residence applications through Express Entry typically process within six to 12 months, allowing for relatively predictable planning.

From OPT to H-1B and beyond

H-1B visa requirements:

  • Requires employer sponsorship
  • Subject to annual lottery system
  • Bachelor’s degree minimum requirement
  • Specialty occupation position

Lottery timing and odds:

  • Registration occurs once annually (typically March)
  • Selected applicants file full petitions
  • Master’s degree holders are first considered under the advanced-degree exemption (20,000 cap); if not selected there, they’re also entered in the regular cap selection.
  • Not all selected applicants ultimately receive approval.

Green card pathway: H-1B holders can pursue employment-based green cards, though processing times vary significantly by country of origin and category. For Nepali nationals, wait times can extend several years.

Practical considerations for Nepali graduates

Specific factors affect how Nepali students experience each work authorization program.

Job search and hiring timelines

Understanding recruitment cycles:

Companies recruit on an annual cycle, particularly for entry-level positions. International students seeking jobs should factor this into their search.  Technology, finance and consulting companies often hire for summer start dates through fall recruiting. Canadian hiring tends to be less concentrated in specific recruiting seasons, with international student job opportunities available throughout the year. However, the overall number of positions may be smaller than in the United States.

Industry-specific considerations

Technology sector opportunities:

Both countries offer technology opportunities, though the United States hosts more large technology companies and startups. Canadian technology hubs in Toronto, Vancouver and Montreal are growing but remain smaller than major U.S. centers.

Other growing sectors:

Canada has strong opportunities in natural resources, finance, health care and engineering. The United States offers broader industry diversity with strength across technology, finance, medicine, consulting, media and many other sectors.

Geographic and lifestyle factors

Cost of living impacts:

Major Canadian cities generally cost less than comparable U.S. cities, though this varies significantly. Health care costs in Canada are typically lower for residents and workers compared to U.S. health care expenses.

Climate and location:

Canadian winters are generally harsher than most U.S. locations where Nepali students typically study. If climate is important to you, this practical consideration matters for your daily quality of life.

MPOWER Financing for graduate education

Many Nepali students face significant challenges to secure funding for postgraduate degrees whether they study in the United States or Canada. Traditional financing options in Nepal often require substantial collateral or family guarantors, creating barriers for talented students from middle-class backgrounds.

MPOWER Financing was specifically designed to serve international students who demonstrate strong academic potential but lack access to traditional funding sources. MPOWER supports students at universities in both the United States and Canada, recognizing that excellent educational opportunities exist in both countries.

Rather than requiring collateral or cosigners, MPOWER evaluates your academic achievements, university admission and career prospects in your chosen field. This merit-based approach means your family doesn’t need to own property or have wealthy relatives willing to guarantee loans.

Making your strategic choice

Evaluating your priorities

Choose Canada if:

  • You want employment flexibility to work in any field.
  • You prefer clearer permanent residence pathways.
  • You’re studying in a non-STEM field.

Choose the United States if:

  • You’re in a STEM field wanting maximum work authorization duration.
  • You’re targeting specific U.S.-based companies or industries.
  • You’re willing to navigate H-1B uncertainty for potentially higher compensation.
  • Your program or career goals align with U.S. opportunities.

Neither option is universally superior

Both PGWP and OPT provide legitimate pathways to gaining valuable international work experience after graduation. The “better” choice depends entirely on your individual circumstances, career goals, field of study and personal preferences rather than one program offering objectively superior benefits.
